The Minimum Operation Runtime is the smallest value that you want any active operation to be assigned.  For example if you set the Minimum Operation Runtime to .01 hours the scheduler will always assign the minimum value to an operation whose calculated time is less than the Minimum Operation Runtime. The Minimum Operation Runtime is set in the schedule options.
