Material Available is a flag to signify if material is available for a job, operation, or at the material details level.  The following rules apply when setting the material available flag to true or false:

1. If material available has been set to true at the job level, DMS will also set the material available flags at the operations and material details level to also be true. 
2. If the material available on the operations level is set to true, any material details for that operation also have their material available flags set to true.
3. If the material available on the operations level is set to false, the material available at the job level is also set to false.
4. If the material available on the material details level is set to false, the material available at the corresponding operation level and the job level is also set to false.
5. If all material available at the operation level have been set to true, the job level material available is also set to true.
6. If all material available at the material details for an operation have been set to true, the corresponding operation material available is also set to true.
